What makes a rifle an SBR? A rifled barrel under 16 inches or an overall length under 26 inches puts it in NFA territory and requires registration.

Form 1 or Form 4? Buying a factory SBR uses a Form 4 transfer with a $200 tax; building your own from a rifle or lower uses a Form 1 before you shorten the barrel.
